If the maximum contribution to your TSP is $18,000 annually does that mean how much you can contribute yourself or does that include agency matching contribution also ?

The $18k Max contribution means how much you can contribute yourself. The government will only match your contribution up to 5%. For example, if you make $100k/year, 5% of that annual income is $5k and so the government will match $5k. In this example if you wanted to max out your contributions to the TSP ($18k), u would have to give a total of: $13k + $5k = $18k to the TSP in order to maximize it.

18K is the max YOU can contribute, agency matching funds DO NOT affect this. There is a worksheet and fact sheet discussing this here.
